Laptop booting problems

Hello all first post :D A friend of mine was having problems with his laptop (BSD) its a toshiba portege m200 which has no cd rom installed, but no problem I thought as I have a usb cd rom and I could reinstall windows using that but when told to boot from the cd rom it just boots into the hard drive every time ignoring the usb cd rom.
So then I tried to install windows by taking the hard drive out of the laptop and attaching it to this pc via an usb adaptor, but while this pc see's the laptop hard drive in windows, when I tell the this pc to boot from cd (in bios) it cant see the laptop hhd so I cant format it and install windows.
Any ideas?
 
Anyone? someone must know how to do this please Im desperate Ive got hold of a copy of tablet xp and used another laptop to install it to the hard drive but when I put the hdd back into the portege all I get is a blank screen :(
