Laptop connecting and slowing down the Internet

I wonder if anyone can help, I have a desktop PC and the internet is absolutely fine on it, if I ping websites getting around 28ms responses, which is fine, however, when I turn my laptop on it connects to the Internet, either via WIFI or via a LAN cable, the internet goes painfully slow, and now pinging any websites, im getting 300-400ms response times, does anyone know why this would happen?

Ive done some tests, and if I just have the laptop on and the desktop PC off, and connect the laptop via wifi or LAN, I'm still getting 300ms responses times just pinging Google, so this leads me to believe the laptop is the problem, but I cant figure out what or why its so slow to connect, and slowing the internet down, any ideas?
 
Start by working out if the laptop is saturating the connection with traffic. Possible causes include file sharing software running in the background or malware taking part in a DDoS attack.

If it were a driver issue as the wired and wireless connection use different drivers I'd expect it not to affect both.
