laptop device manager empty

Am trying to clean up a friend of my sisters laptop
I've ran spybot anti virus regseeker cccleaner etc but I have noticed when i click on device manager the list is completely empty i have reinstalled the chipset drivers for this machine any ideas if device manager being empty is normal for this machine ?
windows xp home btw

None of that solved it I presumed plug and play chipset drivers etc anyway in the end i just reformatted and reinstalled OS thanks anyway.
