Laptop for basic use, what cpu ?

So im looking for a laptop for my dad, he will only ever use it for web browsing, watching YouTube , messenger and email.
Does cpu really matter does these tasks ?

I can get him one with an A9 CPU and 128gb ssd for not too much money.

Well £350 is around the top end of budget but can't find a laptop with ryzen 3 / i3 WITH A SSD for that price.
Ive got to say that 8gb ram for web browsing is total overkill, my current pc only has 4gb ram and it's fine for web browsing and playing older games.
