My friend is wanting to play graphics demanding games on his laptop, but the graphics card's pretty crap. Buying a new laptop or a PC is not an option as money is limited.

He came across this website about a external graphics card, now his wondering when such thing will be officially out on shops, and roughly how much it will cost.

also how will Test drive unlimited work on a laptop with integrated Intel 945GM shared graphics card with no vertex shaders?

It won't. No idea on availability of the thing, it does look to be a great solution to having a small and portable laptop and a desktop replacement machine all in one. All you need is an eSATA port and you'd be sorted :).

I've seen it before, they reckoned about November this year.

£300, and you'd get the equivalent of a £150 GFX card in it.
