Is it as simple as plugging a laptop HDD in to an IDE cable on a desktop PC to extract data from it?

Nope.
Laptop IDE is smaller, and contains more pins (44 compared to 40) than desktop IDE (also contains power as well as data on the same cable).
You can however get converter cables that split from 2.5" IDE to 3.5" IDE + Molex.

why dont you link via a network cable and copy data over
