Laptop Keyboard Problem

My mother is having issues with her laptop.

The problem is the arrow keys, they used to move the page up and down by scrolling. Now however all they do is move it from the top to the bottom without scolling.

Any ideas how to sort this out?

Try pressing the Scroll Lock key.

Yes, I have been caught out by something similar.

tried - doesn't work

i've just noticed that there is a cursor (like when typing) at the side and this move up and down and controlls the screen.
Anyway to remove this and get it back to normal scrolling?
