laptop running at half speed

Hi guys, just got a Friends laptop to try and fix, its a
Toshiba satalite P100
1.6 Intel mobile core 2 duo T5200
with GB mem
mobile Intel (R) chipset

now he said it was just running so slow that he couldn't use it anymore, so i gave it all the usual cleanups and it got a bit faster but not great so i installed CPU-Z and Core Temp and its running at 800MHz
so i tried prime95 just to see if it would boost up to 1600 but nothing changes
any ideas what to try and look for?

PS. its an OEM so the bios is locked

it will be the power settings set to 50% max cpu speed just change the advanced power settings so it runs at 100% on both battery and mains, the number of laptops I come across that are slow as hell because of this is just stupid.
