Laptop wifi signal in task bar fluctuates

I don't know why this is happening is it just a windows 10 thing not being accurate, i have done a reset to get rid of all the HP bloatware, I have never had the signal in the taskbar before so i dont know if this is normal, but it will show full signal but then go down to one bar then back up all in about 20seconds, Is there some sort of hibernation that needs to be turned off? I say hibernation because it tends to do it when im not using the laptop.
 
Why do you care what the wireless is doing while you aren't using the computer?

What would disabling power management (assuming that's what it is) change apart from potentially increasing the power consumption and reducing the battery runtime?
 
As above ^^. Also, apologies for stating the blatantly obvious; but it isn't a wired connection. It's bound to fluctuate in signal strength over time. Interference, channel congestion, dynamic transmission power, power saving features, beam forming, etc etc.
 
The laptop is always plugged in, Its not mine so i just want to make sure when its handed back over i'm not going to get "my wifi isn't working like it use to be"
