Laptop wont shut down

I have a windows 10 64 bit asus laptop. When I tell it to shutdown it goes to sleep instead but it cannot be woken up. I then have to hold down the power button to turn it off. If I tell it to restart it shuts down instead. It's a really odd issue that i've been having for a couple of months now. Has anyone heard of this problem and any solutions to it? I reinstalled windows last week but the issue has not been resolved.

Could be BIOS related perhaps? Given its happening after a reinstall then I would check the BIOS settings and/or look for a BIOS update.
