Laser Printer Drum Problem

My neighbour has an OKI laser printer and the roller on the drum is always covered in black power from the toner which results in the printed page being covered in the powder. I have cleaned the drum roller but it seems powder still ends up on the roller of the drum even if you turn it by hand.

They said this is the 2nd drum in 2 years which costs around £60 each and I was wondering if its the drum thats at fault again and needs changing or should I say, is it worth changing and better of buying a new Brother/HP Mono Laser Printer?

I thought the drums are meant to last a couple of years but it seems not.

I saw no waste bottle so that can be ruled out. The printer is around 2 years old. The drums are probably rubbishly built and a known problem. Will pobably price a new one.
