Latency Problem with WoW - Suspect hardware conflict! help!

hi,

I quit playing WoW about a year ago now, and im wanting to get back into it..BUT with WoW on my main pc i get VERY high latencys, ive seen up to 28,000ms before. It literally is unplayable.

I used to play with constant 22ms until a patch was released a while ago.
My problem is that i have another pc running xp, that WoW runs perfectly on about 65ms, its playable but the machine is an old one and not very fast, i have to use minimum graphics options.

What could possibly be making me have high latency on my main pc? ive tried every fix i can find but none of them work. both pcs are connected to the same connection.

main pc specs
XP Pro SP3
E6550 @ 2.33GHz
2gb RAM
GeForce 8600 GT
onboard realtek hd audio card

I think it must be something to do with my hardware as the internet speed is FINE!

not sure how i find out my motherboard type, but the BIOS is "Phoenix - AwardBIOS v6.00PG" if thats any help!

downloaded cpu-z and here is the screen for the motherboard.

nope, i reformatted my PC just so i could see if it would work. not downloading and i have all the latest patch downloaded already. i just dont get it!!
 
no i understand what you mean, i have already downloaded this patch it finished 2 days ago. ive had this problem since the 2.4.0 patch it will just NOT go away on this pc, still happens with vista aswell. my internet speed is FINE, something is making my latency crap.. and its killing me! i want to get back in this game sooo much
 
lol man, im trying to get across to you im not running the downloader.. ive been having this problem with HUGEE (28,000ms) latencys for about 6 months!
