If you can hold off a couple of months then the new Alderlake CPUs like 12900K look quite promising and they will be on a new platform with DDR5, if buying now though then really AMD offer the better options with the 5000 series over Intels 11th gen.
Doubt we will be seeing a 3090ti but you never know with Nvidia.
11th gen is latest, but there's little difference in gaming performance. If 11th gen is run at stock power limits they're actually slower than 10th gen.
The downside is you lose PCI-E 4.0 and often a M.2 slot (the best one), if you run 10th gen in a Z590 or B560 motherboard.
