I've managed to get this by breaking down and modifying a quote I like. Can someone who knows what they're on about please tell me whether it makes any sense and what exactly it reads as?

Using an online Latin translator, it means:

"Long ways hard to dry up counting from abbyssus to lead all the way to rouse up"

No. If something is prolix it's long and drawn-out, often unnecessarily so.
