There are actually people campaining to raise it to 18 and make you take lessons for 12 months. Apparently it'll stop unlicensed, uninsured, untaxed, unmot'd, and unroadworthy scum racing each other and killing small fluffy animals. Genius if you ask me.
 
this change in law IS being concidered at the moment but for now i dont think this will happen anytime soon, but it will come eventually.

one of the things they are also concidering as seen in the papers is having learners take lessons for 12 months minimum

I don't think the 12 months minimum learning thing will happen. They can't enforce 12 months worth of regular lessons upon people - it will bankrupt them. The other alternative is having one lesson to start the 12 month clock, then waiting 8 months and starting lessons properly. Bit of a stupid situation really.

It works fine as it is now, the driving instructor will decide when the pupil is ready for the test. Might take 1 month, might take a couple of years - depends on the speed of the learner.

And the age change to 18 has been "in consideration" for at least the last 25 years... Much to the displeasure of 16 year olds everywhere!
