Hey guys. Just recently my monitor has being experiencing intermittent power fails. Assuming there was something wrong with the internal PSU; I opened the monitor up and found a domed cap (C614).

I would like to order a new cap and replace it but I'm unsure how to safely discharge the PSU. Sure I could short the transformer but I'd rather find an alternative! Do you guys know of any discharge methods via multi-meter I could use across the board? I use a similar technique at work on Set Top Box PSU's but I'm unfamiliar with this PSU.
