Ldap telnet

I am unable to telnet in to active directory server on port 389. firewall is disabled, do you have any pointers in troubleshooting this. I am trying to telnet to the ldap host on port 389 from the host itself and i think this should work.
 
What IP are you using? 127.0.0.1/::1 or the configured IP?

Edit - This works on both by the way, but does it have 2 NICs? What version of Windows?

Sorry I just solved it. Someone had moved the DC from one server to another and did not update the NAT table. This is why i was trying to telnet in to the old ldap server but then i noticed there was no AD roles on this server anymore and found the new dc.

Not very good of the person who did this because we have had no AD sync with our 3rd party mail spam filter provider for 3 months. *shakes head* *sigh*
