was helping my mate clean out his pc and we noticed that there is some oily substance coming from the card. mate said its been there for a couple of months

it appears to be oily, the card seems to run fine but this substance is worrying as it will be out of warranty by February . it was part of a ocuk pre built and had a 1 year warranty when bought.

I had a similar issue but not as bad, turned out to be the thermal pads, as they start to dry out, they can "sweat" an oily substance.

Not a faulty heat pipe ?

The only way to be sure is to take the shroud/cooler off but then you probably void the warranty.

If I were you I'd put a post up in CS with your picture and see what they say at least that way if they say don't worry and it then stops working out of warranty you have reported a possible fault and should have some come back.
