Seen some LED bias light kits with IR remotes.

I think this then could be trained to the harmony remote.

I also want it to power on when the TV does, I think they are mostly USB powered though suppose could program it with activities on the harmony remote too.

Nothing too difficult in any of that. Just learn the IR codes.

The IR blaster in the Harmony will be a lot more powerful than the one with the lighting kit, so you may have a chance of the lighting picking up the IR stream as part of a macro sequence.

IKEA sell a LED strip with sticky tape on the back and it has a switch i'm sure you could cut the end off and wire it up to USB but it works off a socket. i just turn the light on and off as and when needed. as I need to open up the cover on the tv and pull the tv out anyway every time i use it in the living room. in the bedroom i need to walk past the tv so turn it on as i do.

there is one that worked off USB in the past but it's like £50 now due to it going EOL about 5 years ago. it was made by a PC brand as well i'm sure it was ANTEC. I put that one on my PC monitor and it works off usb and comes on with the monitor.
