Lenovo thinkpad R61 fan issue

This morning I noticed my laptop making slightly more noise than normal, and when I moved it slightly the buzzing got a lot louder. So I powered it down, and on power up the issue continued.

I followed the maintenance pdf from Lenovo and removed the palm rest and keyboard, I removed what little dust from there that I could, and used a hoover on low to suck a little dust out from the intake and exhaust ports on the side/rear of the thinkpad.

After I put it back together the fan noise is still there and I can't boot due to a 'fan error' warning.

Is there any way that I can get to the fan itself (with the keyboard removed the whole CPU area looked surrounded by metal covers/heatpipes) and if the fan is on its way out is there the possibility of replacement or is it one of the signs I need a new laptop (which I just can't afford right now).

Any advice would be great as although there is not a risk of data loss as I think the HDD should be fine and can be transplanted somewhere else for the data, I really need to get the laptop back up and running again.
