My VI form college (Hills Road in Cambridge) had a policy that would cause this same situation, to be a student you were required to live at home with your parents, a guardian or a host family (for international students).

If she has dropped out and left home at the same time, the somewhat muddied reasoning for why she's not being allowed to return seems to be that she's no longer living at home. If this was the case you think it would be made clearer by the school, but I wouldn't rule it out at all.
