I have a retail copy of Vista Ultimate (no laughing at the back).

If I buy a Windows 8 upgrade will I be able to obtain a Windows 7 key and install W7 in a proper and legal manner?

Something like this?

Windows 8 keys are only for Windows 8

you can't use a Windows 8 key for windows 7

Windows 8 Professional does give you down grade rights. However only the OEM version.
So purchase OEM Windows 8 Pro and yes, you could legitimately install Windows 7 instead.
Purchase the cheap Windows 8 download or the cheaper "Retail" Windows 8 upgrade and no, these do not include downgrade rights.
