Light on 3000 series GPU with no CPU

I’m still waiting for an AMD 5000 series CPU, as such I have a full build except the CPU. The light on the GeForce RTX sign isn’t coming on, is that because of the lack of CPU or something else? The PCI slot is in the locked position so I assume it is installed correctly.

I'd imagine no CPU = no PCI-E lanes for a GPU to operate.

If you have a bottom slot and want to know if the card powers up, you could try that.
