Lightroom pc

So after getting rid of my desktop PC and moving to a OK laptop I'm finding the laptop is not really that great at light room.

So I want to build/buy a small PC to go into my TV cabinet and its sole purpose will be light room.

I've looked at the minimum specs for a PC but as there are many togs who use light room what's the spec you would use to make the PC a capable machine.

TV used is 50" 4k.

So would a custom built matx build be ok ?
Q6600 ok with 12 gig of ram and a cheap graphics card (with hdmi)

A Q6600 with 32 gig of ram and a graphics card with HDMI be OK then ?
