Limitations of pcie 2.0 vs 3.0 - in reference to a new gfx card

OK so my rig atm =
asus rampage iii
i7 950
ram
gtx 590.

My concerns were me getting a 690/titan and the pcie 2.0 not being able to put through the sort of demands these cards might put on a port, would i need to go to a 3.0 to make the most?

From my understanding and the explanations and testing of some others the demand of these cards on a particular port is subjective. Some might say that multi monitor surround configurations may see benefits with PCI Express 3.0 enabled?, with the GTX 780 i observed no real world (for want of a better word) difference nor gains on a single monitor configuration with PCI Express 2.0 and PCI-E 3.0.
