limiting download/upload speeds?

I can't get ADSL in my area and my brother already has virgin cable, so I can't get an additional account.

We're currently sharing his account with a Netgear RP614 Router, I'm thinking of upgrading the line to 20mb and going 1/2's on the bill, my problem is that he is a very heavy downloader, which doesn't do me any favors when I'm playing games.

Is there a way to limit his download/upload speed?

If he is using a torrent programme or something similar then you should be able to set limits within the programme itself. My flatmate and I currently split the available bandwidth from our connection like this.

you can use external programs to only give a set amount of speed to that particular connection - that way it doesn't matter what he's doing he'll only get so much speed through

Netlimiter is one program.

Not going to be any use to you if your brother turns it off though. If he can't/won't use in in built speed controls of the torrent program he uses then he'll not limit the speed with Netlimiter either I reckon.

just make sure you limit the upload to a really small amount. You may be on 20Meg but your uploads gonna be nowhere near that, also torrent has a habit of draining it.
