So my folks have an (up till now) rock solid Plusnet ADSL line offering around 3.5mbps.

Recently it has been dropping out two or three times a week and coming back online an hour or so later with no power cycles, or tweaks necessary.

I have checked the router/filter/devices/test socket/cabling. Is there anything else to eliminate before reporting a line fault?

My SNR margin if it is of interest is 15-22.

well somethings odd if you have that snr margin .whats your line atten up/down ?
post up your line stats and iam sure someone will help ,but it does look likely its a line fault

Margin is high likely to cover a fault that exists on the line. 12.5dB isn't that high but judging by the time of day it'll be near it's lowest right now so may well recover into the 20s during the morning.

42.5dB on downstream attenuation should be delivering twice the speed you currently get on the line.

What is the actual downstream and upstream sync rate?

with that line atten you should get better speeds than that by far
looks like your SNR margin has probably been bumped up by the dlm because of faults

id open a ticket with plusnet if i was you there not bad at dealing with things ,
