my brothers pc always displays lines on its monitor. Its the same on two monitors! there are like loads of moving lines that you can like almost always see. I have tried changing the refresh rate but that didnt make a difference.

hes got a 8600 GT

amd athlon 64 X2 2.2

2 gig ram DDR
