Lining paper and decorating

Hi all.
So after stripping the first layer of wallpaper of I am down to the lining paper from previous owner. The lining paper is smooth,painted, but stinks of nicotine and difficult to get off.

Would you guys sugar soap this nicotine off? Or seal it with Pva then apply the new wallpaper on top ?

Just want to know the best way to deal with this as I don't want my new wallpaper to smell or bleed through but the lining paper seems in good condition.
Any help would be super !
 
Did it smell before you stripped the top paper off?

Is the paint emulsion?

The top layer was painted over and didn't smell as bad but she still smoked in the room. Just thinking about getting some zinsner on it.

Yes the paint on the lining paper looks like emulsion.
 
Zinnser Dif. I've stripped an entire house with various degrees of painted woodchip, painted lining paper, 3-4 layers of lining paper and it's worked a treat.
 
With a steamer stripping emulsioned lining paper shouldn't take much effort.

I dunno , the emulsioned lining paper on my hallway ceiling won’t budge even with steam so I’ve gave up

I’m now going to sand as smooth as possible and repaint it
 
If the paper isn't coming off easy then score it before you steam it makes a huge difference. You want the moisture working in the glue!
 
I would steam it all off, as above score through the paint to allow the steam it get to the adhesive behind. You need to get it all off and go back to plaster otherwise everytime you decide to decorate you'll wish you had done it properly the first time around.

When hanging lining paper always hang it lengthways as this will mean less joining lines.
