You can add his site into online directories. For example:
http://dmoz.org/
http://www.applegate.co.uk/
http://www.uksmallbusinessdirectory.co.uk/
Basically, search for "Free Business Directory" at Google and try and get the site listed on the top 10 or 20 of them. Then, search for "window tinting" and see if there are any relevant directories or national associations websites that you can add the site to.
That should get you a good few links. I would then create a Google Sitemap for the website, sit back, wait a few weeks, and see if you get any more traffic.

dmoz.org is a much overlooked place to get your site listed.
Because it is totally hand moderated it takes a little longer to get accepted into the listing.
However because it is hand moderated all of the major search engines trust it and a site that is listed in dmoz.org will get a little boost in the rankings because it has been manually checked for relevance etc.
