Linked 780s running at different frequencies.

I have my 2 780s linked in EVGA precision. I though this meant they should be running at the same frequencies but ive noticed when gaming they are not.

In BF4 my top card is running @1316 and the bottom @ 1296
In Wolfenstein New Order my top card is running @1293 and the bottom @980.

I thought the cards should split the load evenly?

Does GPU boost not only throttle when either the Temperature or power limit has been reached? Neither of which have.

EVGA classifieds seem to be worth the hype :)

Im using the second bios on the cards which allows a 115% power limit and they are running at 1.175V so not really a high voltage.
 
Will it affect anything leaving it as is? Will the top card be waiting for the bottom before moving on to the next frame?
