Anyone else irked by version numbers like that?

Fast easier to distinguish between them if it's 3.09 then 3.10.

Going from 3.9 to 3.10 looks odd

I see where you are coming from, but the "3.09" approach limits you to a maximum of 100 revisions - which for Linux revisions is a number which could be reached. If they wanted to account for all versions they'd need something like 003.009 which I think looks most odd!
 
If you're running fglrx you're probably already getting these framerates :) I believe these improvements were all measured with the fully open source Gallium driver.

I was thinking that myself, especially after being on 2.6.whatever since what 2003.
