Linux vs Windows Hosting

For whatever reason I opted for Linux hosting for a website.

Never had them problems I'm having when I've opted for Windows hosting. e.g. "You don't have permission to access /testfolder/ on this server." when all I've done is set up a folder to test out some website content.

Any ideas? Is there something Linux hosting does that's different to Windows? Maybe a silly question but I will ask it!
 
I've had reasons for Windows hosting in the past (e.g. sql db) but it won't be needed this time.

Been having a look/play and some of the permissions are defaulting to 'others' not being able to read files on the server. Would this cause it?

Turning it on seems to resolve it but I want to avoid running in to any other 'issues' like this in future.
