If i change the core voltage in the BIOS so lets say 1.35v and save it.
Is that the actual voltage even though everest and CPU-Z(ID) both have different voltage readings?

thats the actual voltage in bios but under load it drops thats why you get different readings in windows
as to everest v cpu-z they both might be showing correct voltage and the difference is due to different timing of readings
