I have been using Apatch, but the problem remains without it.

Have you tried a repair of WLM? I just had to do this on mine and the installer detected WLM was already installed so it offered me a Repair feature.

Try removing the Apatch settings, then remove WLM. Then reinstall WLM and Apatch.

Still no good. Hopefully it will go away when I install Vista

I found it was to do with changing the colour of the app.

When i set it back to default colour scheme it vanished.

Have had this bug for quite some time, in both vista and xp

I was just about to post this exact glitch.
I have the same problem in both Vista and XP. Change the colour to default and it'll be fine. Some colours work, others don't.
