our exchange only supplies 1500 people in a village max and bt wholesell own the whole thing , would there be any point in getting a petition together to get some companies to make it a LLU exchange or would that not be possible?
If your exchange only serves 1500 customers there's little (or no) incentive for providers to install their own kit. Getting a petition together isn't going to change that.
