Local provider laying FTTP am i restricted to only them as an ISP

Forgive my ignorance, but as the title a regional ISP called Wildanet is doing the groundwork and laying the fibre instead of Openreach does that mean i'm tied to them or once the fibre is laid i can choose which ever ISP i wish?

It may be different in England but here in Scotland when it was installed here the layer of the cable had a 2 year exclusive period.
 
New build I guess? Some developers lock you in to a specific provider for a minimum term.
Naa not new build. I think they are getting paid by the government to roll out more fibre in rural areas such as mine.

@Quartz Ahh if it's the same here i won't be that disapointed except i'll have to leave Zen after 20 years.
