Local Server access when internet down

Hi I am wondering if I have set up my local network wrong. So had internet outage yesterday and noticed I couldn’t access my unsaid server or Plex, router was still working so it was an external fault. On virgin hub 5, so does this sound correct or have I set it up wrongly?

You should always have access via IP address to anything locally.
If you set yourself with DynDNS to get access from outside, then yes - that may have been down, but via IP? You should always have access to any device inside your home..
