Lock Washer

The guy who built my bike forgot to put the lock washer on the front brake mount. I found it in the accessory box. The back brake has one. One side is grippier. Does the grippier side go into the fork?

Yup, from what I remember it does go on to the fork, not that it'll make much if any difference
