Locked iPhone 4 not set up.

I have an iPhone 4 that I got and used a few years ago when I lived in Spain. I just got it out of the box because my samsung galaxy died. It is locked to Vodafone ES though, and I cannot contact them to unlock it (nor can I afford to have it unlocked by them, most likely). I asked Vodafone UK but they say they cannot unlock it for me.

I want to unlock the phone myself, but the phone is currently not set up. It has been reset, and I cannot set up the phone unless it has a Vodafone ES sim card. I tried setting up via iTunes, and I get a message on iTunes saying the SIM card is not from a supported carrier, even if there is no SIM in the phone.

Some different software I have tried for unlocking the phone cannot find the phone unless it is set up, and they all want to know the phones OS version, or something like that, which I cannot find out.

Does anyone know of a way, or particular software that I can use to get the phone unlocked to put a UK SIM in, or at least set the phone up without a SIM?
 
I sort out the lost property at a relatives place of work before it goes to auction. No less than 5 iphones this quarter; a 4, 4s, 5 and 5s.

So far 2 of them are "find my iphone" locked.

Sickening waste.
 
You can only unlock if you have these basebands

Jailbreaking has nothing to do with unlocking.
 
I'm talking about network locking not security locking.
If the phones are security locked ie: if you start the phone in DFU mode and reinstall firmware,when finished and the phone reboots it will require setting up.
If during the setting up stage it asks you to log into your icloud then the phone is a brick you can not get by this without the original owners icloud account details. If you are just pin locked out just reinstall firmware in DFU this will kill the pin but you may still have the icloud log in problem if the phone was tied to its icloud account.

The find my phone locked phones are bricked until the original owner logs into their icloud account and removes the device.
All security locked phones may become unbricked if the original owner removes the device from their accounts.

These phones have all been handed in at the lost property office and kept for a number of months without being claimed. The original owner's details will not be found, so they may get sold for parts only. They go into an auction for charity.
