Locked memory speed

Hi all, quick question for those that might know. I work in a call centre .. systems are extremely slow. if I check on memory usage in task selector (win10), it is locked at a constant 48%? Nobody knows why when I ask. The PC's themselves are pretty much up to date spec wise .. but I cannot figure out why ram is capped/locked at 48% .. it never changes ... anybody know what reasons they might have for this?

won't they be VM's? could be to stop a spike in usage causing blackout
