Locking desktop

Is there a way i can make it so Windows 7 guest account locks the entire desktop and gets rid of the start up bar. This will then give the user only a select few desktop items they can click on?

Gpedit isn't part of Home Premium by default, if thats what you have, only Pro, Ultimate and Enterprise. It can be enabled on HP with a 3rd party hack. Just FYI
