Locking program window size and then stretching contents to fill screen

bit of a random one that maybe someone might know the answer to....if it's even possible.

Basically I'm playing ultima online in windowed mode (full screen is just silly) but being an old game the icons and "game window" (internal to the program window) is 800*600. now this used to be fine but I'm playing on a 1440p monitor now so there's an abundance of blank, empty space.

what I would like to do is say set the program window and it's contents to be locked at a certain resolution, and then when maximising the window, the entire contents will be stretched to fit the screen size... essentially zooming in on all the contents so they appear larger on the screen.


I've seen there's a built in windows magnifier but that's rather crude. another option is just to change the resolution of the screen itself but I'd rather not have to do that every single time and then put it back as I then have to reset the monitors refresh rate every time back to 144Hz too.


Is what I'm asking possible? or would it just be more ball ache than it's worth?
