Locking threads with negative feedback?

What's with constantly locking any threads where people have something negative to say?
Instead of locking then, reply and do something about the issues.

They're not being locked because they're negative. It's because there's extremely large threads containing peopels grievances already and it doesn't warrant a thread per complaint on the public forum. CS section yes but if you're coming on to complain at least use the main threads for that purpose.
 
The shop staff can respond to the customer directly in the dedicated private forum, rather than in public for all to see.
Pretty obvious surely?
