Long overdue upgrade. Recommendations needed

Morning :)

I am hoping to get some help selecting some hardware to build a new machine. I have a few requirements. The current system is now almost fully loaded and is causing some bottlenecks. It is constantly at 80% usage and fluctuates to 100% a lot. Also more than 80 degress temperature, which I beleive is not bad.

I just need some more grunt so I can do a lot more on it without any issue.

Current system is an
i7 6700k
Strix Z270G Gaming
GTX 1060 3GB
32GB PC2600
1TB Samsung evo SSD
Windows 10 pro
10 HDDs of different variations

The following stuff is constantly being run on it.

Plex Server
Backblaze
Google image uploader
Blue Iris server (this is what demands most power)
Amazon uploader
Filesync


Other stuff that requires some grunt

Davinci resolve
Photoshop
Chrome (yes this one takes a lot of resources too)

Future plans:

I'd like to create some VMs for individual services like Plex and Blue Iris

SO taking all of that into consideration, what sort of processor, mobo and memory should I go for?

I was looking at the Intel i9-9980-XE on ebay, they sometimes come pretty cheap used
This might be overkill
I also saw some Ryzen CPUs are beating the i9-9980XE on benchmarks

I really dont follow the news on this stuff which is why I need some help configuring a new machine.


Any recommendations for a good machine that could handle everything? I want to keep the costs low as well..
