Looking at building a media server - need a spec

I am thinking about building a media server so specifications would be great. It would be used to store and watch movies and tv shows. I plan on installing plex and it will be used to download and seed torrents.

I need a big HDD
I will also backup some stuff on it as well
Must be quite
Looking to spend around £400, but not really sure how much it should cost, so can go higher.

If the system requirements on the PLEX website are to believed, you dont need much to run it, so it sounds like a job for an APU.
