You most likely won't find one anywhere. They discontinued the 4090 months ago.
If you really must have a 4090 then the second hand market is probably your only sensible option.

AMD RX 7900 XTX could be an option for you, if it's mostly about fitting things into VRAM.
Can that run CUDA also?

Sadly, you'd need to use software that utilizes ROCm (AMD's alternative to CUDA monopoly) or rewrite whatever code to use it.Unfortunately i have an old 3060 and the 3090 wont really be a huge improvement.

What kind of PSU do i need. will 1kW be enough? and do these new cards have different power connectors or anything like that to be aware of?
3090 would be a massive improvement over 3060. Has cuda and 24GB of VRAM. But it's your call.
Keep an eye on the members market, the 5090 is out in 3 days and a lot of people, including myself will be selling 4090’s if they buy a 5090. Im still in the fence, but mine is only like two and a half months old so there will be some good ones no doubt

Mate of mine bought a rig and had to buy the 4090 separately as rig builders didn’t have them in stock
