I'm still playing Empire with Darth Mod. Still by far my favourite. Only other game that came close was the original Rome TW.

Of the two you mention I'd go with Rome 2, it has improved hugely since release. May be holding off a couple of weeks for the Steam Xmas sale though as you'll likely be able to pick up it + the dlc for a decent discount.
