So yea for paygo your only option which is the only one, it will require you to use your mobile phone at least once every 180 days which is almost 6 months.
Take your pick between giffgaff or o2 or asda mobile, for me i would pick a mobile phone operator with the cheapest price for 1 minute you see.
I'll take another look if there are any others that do 6 months or more.

I am leaning more towards vodafone, because if you top up the phone within 6 months or less well don't know but should be able to keep the phone active and not losing the mobile number associated with the network or any cancellation and or chargeable outbound activity
at least once every 6 months.

So for 10 quid on vodafone you get 3gb of data, 250 minutes of call time and unlimited text.
This is pay as you go.
Just remember to top up the phone every 6 months or make a outbound activity?
3gb should be enough for light web browsing use and some calls and unlimited text.
The reason again why vodafone and not other mobile operator is because vodafone is more friendly with their 6 month limit you see, you either have to make at least one activity every 6 months and if you no activity and you top up every 6 months then yeah, you won't be facing any cancellation of any kind if you do this.
