Got about 400~ to spend on a CPU, motherboard and ram

Gigabyte Z97P-D3 Intel Z97 (Socket 1150) DDR3 ATX Motherboard
Intel Core i5-4690K 3.50GHz (Devil's Canyon)
Corsair Vengeance 2x4GB

and I was thinking about buying the Samsung Evo SSD 250 GB

I have a GTX 275 and a Corsair HX750W laying around, about 5 years old. Is it ok to keep using them? Would buying a R7 be a better replacement for GTX 275?

The Samsung EVO's are quality but there are two cheaper options listed above, along with cheaper RAM (lifetime guaranteed by OcUK) if you want to free up some money for a new GPU. Unless you're playing old games then you really should be looking to replace the GTX 275. The R9 280's are at amazing value for money right now.

If the PSU is still in good nick, I'd keep using it.

What are you using the PC for? If gaming, you'd ideally want to get rid of that 275 as it isn't particularly good anymore
 
I'm not sure what the average graphics for games nowadays are, but I play League of Legends and sometimes Counterstrike. Doesn't bother me playing on minimum graphics and they're nothing heavy.
